For just about a year, the Municipality of Anchorage has actively pursued "scofflaw drivers" -- those drivers who have accumulated more than $1,000 in unpaid moving violations. Supported by a state law, Anchorage Police (APD) officers who pull over a scofflaw driver can impound and, in some cases, seize the vehicle.
